About & Founder
Two brands, one method. The Mispillion Group is the research arm of Blue Hen - political, policy, business, and AI-governance work - while Blue Hen itself is the AI advisory practice. Different subjects, one discipline: define the question precisely, build the answer from primary data, and hand over something you can act on.
Tyson Saltwell spent more than a decade in federal consulting - roles at Deloitte, Booz Allen Hamilton, and Serco - building analysis and data products for large institutions. More than ten years of that work supported the Department of Defense under a Secret clearance, across human-capital supply chain, human-resources information-technology modernization, and enlisted-recruiting innovation - the kind of environment where the standard for rigor is high and there is no tolerance for a hand-waved answer. That discipline is the constant behind everything he builds now. He holds a BA in International Studies and an MBA, with additional coursework in artificial intelligence at Harvard, and lives in Milford, Delaware, with his wife and three children.
The Mispillion Group is the research arm of Blue Hen: primary-source research across four lines - Political Research, Policy Research, Business & Economics, and AI Governance - all built the same way, from the public and primary record rather than opinion or a purchased data feed. Blue Hen itself is the AI advisory practice, helping organizations work out where artificial intelligence actually fits their operations and how to put it to use without betting the business on a demo. Different subjects, the same method - a precise question, primary data, and an answer you can use.
The Political Research line has a specific grounding. Tyson interned for a State House Minority Leader (R), clerked for the State House under a Democratic majority - the institution seen from both sides of the aisle - and has managed campaigns to a 6-1 record across primaries and general elections, with a term on his County Party's Executive Committee. It is why the political analysis is built by someone who has watched the numbers turn into what actually happens in a chamber and on the ground.
The Mispillion Group - Research
The research arm of Blue Hen. Every line runs the same discipline - a precise question answered from primary, public-record sources, computed the same way every time, with no thumb on the scale.
Research 01
Precinct-level intelligence on state legislative districts and statewide offices - the SLVI, SCOVI, and Incumbency Insulation indices, plus erosion and targeting analysis, all from the public record. This is the productized line: District Snapshots, District Intelligence Briefs, and the Statewide Constitutional Office report.
Research 02
Structured analysis of legislation and regulation - what a measure actually does, who it affects, and how it is likely to move through the process - for organizations that need to understand a policy landscape before they act in it.
Research 03
Economic and market research for organizations that need a rigorous, primary-source read on their environment - demand, competition, and the numbers behind a decision - rather than a headline or a hunch.
Research 04
Research and frameworks for adopting AI responsibly - the risk, compliance, and policy questions organizations face as they put it to work, and how to answer them before, not after, deployment.
The Productized Line
And where most campaigns get the least analytical support. The national raters follow federal races. The data vendors sell access to voter files. Nobody is running institutional-grade trend analysis on individual state House and Senate districts, or on down-ballot statewide offices - there are too many of them, they're too local, and the per-race financial return doesn't support the build for anyone operating at national scale.
That gap is where the Political Research line became a product: institutional-grade district and statewide intelligence, built by someone who has worked inside the institution, priced for campaigns that don't have a data department. The other three research lines run the same standard, scoped to the question you bring.
Nonpartisan by design
Every political report runs on the same standardized methodology, applied identically regardless of party. The underlying data sources are all public - VEST, MEDSL, Census TIGER, ACS, voter-registration rolls - and the analytical indices are defined the same way for every district. A campaign buying a report gets the same product whether the seat is held by a Democrat, a Republican, or an independent.
Blue Hen - AI Advisory
Alongside the research practice, Blue Hen is the AI advisory work: helping organizations cut through the noise and figure out where artificial intelligence actually earns its place in their operations - what to adopt, what to skip, and how to put it into practice without betting the business on a demo.
Same analyst, same insistence on a clear question and a usable answer - applied to strategy and execution rather than a research report.
